Bell Consulting Group was formed by Willie Bell, Jr., when he retired after 33 years of law enforcement service in higher education, including 18 years as director of public safety at two different institutions. The director positions both included responsibility for police and security, parking and transportation, and environmental health and safety.
Bell Consulting Group specializes in providing service to HBCUs. Services are tailored to the individual clients needs. They can include full evaluations and recommendations for police departments, covering organizational structure, resource adequacy, goals and objectives, policies and procedures, human resources (recruitment and selection, performance management, training, internal affairs), finances, equipment, facilities, operations, community relationships, and Clery Act compliance. Or they can include a focused review on only one or a few of these areas. Other police-related services include mentoring new chiefs and serving as interim chief while a permanent chief is being sought.
Full evaluations of parking operations are another specialty. These include assessment of demand, resource adequacy, allocation processes, rules and regulations, enforcement effectiveness, special event operations, and transportation demand management strategies.
